4 From:Zafar Khan Subject:AMU Violates Rules Throwing up many questions Date:Sun, 23 Nov 2008 12:35:29 IST The Registrar, AMU [vide letter D. No. 176/DO/Reg, dt. 03 Nov’08, addressed to the Secretary, AMUTA, Dr Qazi Ehsan Ali and reiterating in another letter vide D. No. 9489/SC, dt. 07 Nov’08] has said the following: “Lecturers, who are not yet placed at senior scale at present but are confident of satisfying the requirements for the post of Selection Grade/Reader under Career Advancement Scheme (CAS) will be permitted to apply in advance to appear for their placement/promotion as a one time special facility”. Now, the questions arise: (a) Why does the administration refrain from arranging Screening to place the lecturers in senior scale, which is quite in conformity with the UGC rules/AMU ordinances, framed under the 5th Pay Report [which is just about to be replaced with the 6th Pay Report]? (b) Why is it violating the AMU ordinances, i.e. bypassing the process of placing the lecturers in senior scale, through screening? (c) How can the lecturers feel satisfied about their eligibility for placement in Reader/Selecn. Grade when the AMU ordinances and the UGC rules are categorical about the fact that without 5 years in senior scale, a lecturer can’t be placed/promoted as Reader/Selecn. Gr. under CAS? (d) What is the necessity/urgency of extending this ‘one time facility’, by violating the rules (without effecting any necessary amendments in the AMU ordinances, through EC)? (e) If at all the genius of the administration feels that the ‘screening’ is a wrong/illegal practice, and if at all it is strict stickler of rules/ordinances, then why does it provide this ‘one time facility’ in utter violation of the UGC rules/AMU ordinances? (f) While claiming to be honest/strict stickler of rules, why did it grant illegal promotion to a teacher [cum Provost cum Member, Executive Council, who is hardly known to have produced any appreciable research and is a close friend of the VC since Saudi Arab days] in outrageous violation of the UGC rules/ AMU Ordinances? [Office Memo No. Admin/LD/01/T dated 1.1.2008] And the biggest ever question is: No such objections are being raised by the office bearers of the AMUTA. What kind of representatives is elected by the most informed citizens, i.e. AMU teachers? Is it because the President, AMUTA is facing charges of financial bungling (he was once suspended under such charge)? Why has another office bearer sold himself to the administration? For a promotion? That way he will get it only to suffer from a life long stigma? Isn’t it shameful for him and his constituency? Why did two members of EC elected by the teachers offer themselves to act as goons hired by the administration? Because a member’s relative is minting money as acting Finance Officer? If yes, then what are the benefits of his supporters/henchmen, who are also teachers? It is for all to see!!! but we fail to learn from experience

5 Do you believe that by filing RTI and collecting the information is the success of RTI applicant? So far excect one or two cases only gathering of information is going on and the person or office against whom RTI is filed, is not bothering .What\'s your comment? We do not expect overnight change!! The effect in these things is accumalative so we have to wait and hope more people will join the good work and fulfill their responsibility
