Dear Professor P.K. Abdul Azis
Assalamu alaikum wa Rahmatullahi wa Barkatuhu
Hope you are fine.
I felt elevated when I came across some of your interviews given to media in the beginning of your assignment as VC which portrayed your personality as a man of determination, justice and confidence. I wish and always pray for the welfare of yours and my mother institution AMU and congratulate you on your vision to transform AMU into a real 21st century academic institution.
I believe that you must have been warned by the well wishers of the university that you have to deal very carefully with the opportunists. Most dangerous are the deemed friends, fond of flattery, for their petty gains they want to achieve as soon as possible pushing you to a dead end. Also, another group of critics which will try to find faults in everything you do with full sincerity and devotion for their petty gains.
Everyone remains tongue-tied when justice prevails and the rewards go to deserving persons. Against my expectations and the expectations of the silent majority of the teachers, a seasoned person of experience like you collapsed to the deception of the wicked of the university in the very beginning before delivering justice to the deprived lot. Perhaps you had little time to extract right from wrong in the proceedings you cleared during 2008 or you are deceived by this dexterous circle around you or you are not capable of doing so (then you should have not accepted this seat of responsibility to the Muslim nation).
For example, a very young person of little caliber, academic or otherwise, who luckily happens to be one of your acquaintances proved extremely unlucky for you as he has succeeded in gaining the rewards from you for which he does not deserve. He is known to be the addict for flattery to rise fast in the university community since he begun his career as research scholar by way of working with administrative people.
1. He is made the member of the most Augustus body of the university; EC, being the senior most provost while other provosts were fired (No problem for majority of teachers).
2. His past services as a non-teacher in KSA are counted for promotion to the post of Professor (No problem for majority of teachers).
3. He has been given the post of Reader (CAS) under 5th Pay Commission w.e.f. 20.3.1997 i.e. after completion of only 3 years 5 months 26 days in the senior scale (O.M. No. Admin/LD/1/T dated January 1, 2008 issued under 19/3).
4. He has been given the scale of Rs. 12000-18300 i.e. after completion of only 3 years 5 months 26 days in the senior scale (O.M. No. Admin/LD/1/T dated January 1, 2008 issued under 19/3).
5. He has been given two advance increments for Ph.D. under 5th Pay Commission w.e.f. 20.3.1997 i.e. after completion of only 3 years 5 months 26 days in the senior scale (O.M. No. Admin/LD/853/T dated May 29, 2008).
The item no. 3, 4 and 5 violates the provisions of the 5th Pay Commission and the ordinances of the University in the light of the information: his dates of appointment as lecturer: 24.9.1988, placement in senior scale: 24.9.1993 and completion of 5 years as senior lecturer: 24.9.1998.
This has caused a great discrepancy in the inter se seniority position in the Departments of Studies of the University as well as in the pay of the majority of Readers because no one has been given the scale or placement before 27 July 1998 or before completion of 5 years in the senior scale under 5th Pay Commission in this university and the directives were strictly followed. It seems that you might have done it without knowing the full facts of the case as evident from the language of the circular or just to oblige the person quoted as an example.
He is not even eligible for placement in Reader (CAS) under 5th Pay Commission because he did not complete 5 years as senior lecturer on the date of his selection committee of Reader (MPS) on the first place. So, he must first face General Selection Committee for Reader (CAS) under 5th Pay Commission only to complete the formalities to regularize his placement.
However, if you want to oblige your deemed friend violating the regulations, he could have been given his placement in Reader (CAS) and two advance increments for Ph.D. w.e.f. 24.9.1998, the date he completes his 5 years in senior scale.
The remaining 31 cases covered in the O.M. No. Admin/LD/1/T dated January 1, 2008 issued under 19/3 should also be scrutinized immediately to avoid any court cases in the time to come. May this letter of mine not hurt your sentiments but be a source of protection of the university from the beginning of an era of arbitrary running of AMU’s matters so early, hopefully not in your regime.
With all my reservations and high expectations from you for the AMU, let me put the viewpoint of the silent majority of teachers straight to you which feels that you are Vice Chancellor for them also. Why all of your efforts and attention should concentrate to your friend, Mr. Mobin only? It is too open and too much, while majority of teachers are punished for their academic excellence either by not conducting GSC or by making the procedure of promotion more cumbersome, a tactic generally used to delay a process.
It is yet not very late for corrective measures else the situation similar to that in the last few months of Mr. Nasim Ahmad can not be avoided. The resentment of majority of teachers can not be foiled again and again like it was done by Mujahid Beg and his goons in last GBM of AMUTA.
I hope and I believe that you will take this letter by its spirit and as a letter from someone who has pain for AMU and the improvement in academic atmosphere of AMU, like you yourself have for AMU, please.

After hearing all hue and cry in the newspaper I decided for the first time to see the much talked about site of yours although in a very confidential way and would like to share that I too was a coordinator of certain admission test andwas forced to do things on the exclusive pressure of the Controller Sb since I had initially agreed to take up the assignment and backing at that point of time would have hampered the process of admissions and even the VC would have taken it the other way.VC was put up the things in such a way by Prof Irfan that merit was ignored at all steps. Even then I would like you to suggest that you take up urgently the issue of getting out all the nomination lists including schools of all competitive tests.and pst it on your site for all to see.

RTI group may watch that postings in the administrative block have been done in such a way that efficient and honest Section officers , AR and DR are either given insignificant postings and people like extremely negative Majid Khan is being given extension again. Minhaj Ahmad,Surroor Akhtar,Karamat Ali ,Jamal azzizarenot being put to best use.Z I hasmi, Ataat Husain ,Salman and siraj ahmad ,Nasir are also not properly placed. Nurus Salam ,Nabi Sherwani ,Nafees Farooqui the most notorious being rewarded for their poisonous approach . A proper placement be suggested to the Vice Chancellor or else RTI be ffiled to know the criteria on the basis which these placements have been made |

causes harkamp in the central office and gradually things start moving .All are with you even if it behind the curtain .you may even appreciate this. |
