1 - Is there any anti-corruption cell in AMU Aligarh? - Who is responsible for identifying the Teachers of medical college indulging in illegal private practice? - Why no action has been taken against Dr. Khalid Sherwani (orthopedics), Dr. Amjad Rizvi(gen. surgery), Dr. Manoj Shukla(ophthalmology), Dr. Satish Chand Sharma(ENT), Dr. L.M.Bariar(Plastic surgery), Dr. Rakesh Bhargva(TB& Chest), Dr. Anjum Chughtai(medicine), Dr. Rakesh Maheshwari(ophthalmology) and Dr. Anwar Salamat Khan(medicine) openly demand money from patients even in medical college OPDs. There is no evidence for this if there is it should be made public

2 1. Whether the university follows Medical Council of India’s directives in patient care at JN Medical College Hospital or it has its own laws governing such activities. If so please provide me a copy of such rules. 2. Does the patient care rule of the hospital allow a resident doctor and a temporary lecture (who have no post MS training or experience of performing vitreoretinal surgery) to independently perform vitreoretinal surgery upon eyes of non emergency patients admitted at JN Medical college hospital when experienced surgeons are available. If so please provide me a copy of relevant rule/s. 3. If cases of gross medical incompetence/negligence are reported against some inexperienced/untrained doctors by all the professors of the same department – Does the university follow Medical Council of India’s established directives for proper disciplinary enquiry/action or it has its own set of rules. If so, please provide me a copy of such rules. 4. If a member of university teaching staff (not satisfied with the disciplinary and enquiry procedure adopted by university authorities in cases of medical negligence) reports the matter to Medical Council of India for further necessary action or takes the matter to court of law – Does it amount to indiscipline in accordance with university laws? If so please provide me a copy of the relevant rules. 5. No. of non-emergency vitreoretinal surgeries performed independently by Dr. S. Ali Raza Rizvi, Lecturer and Dr. Farhat Abrar Senior Resident, (Department of Ophthalmology) after obtaining their postgraduate degree. The message is being published

5 The J.N Medical college was established under AMU for medical education which was founded in year 1962, with starting of MBBS course in Aligarh. In 1973 Medical council of india ( MCI) permited for post graduation courses in almost all the speciality including biochemistry. All the other courses stays recognised fully by MCI except MD course Forensic Medicine & Biochemistry till date. For any Post graduate course to be started the compliance report of PERMITED STATUS ( IN UR CASE 1973) + MCI inspector report at final MD Exams after 3 years is reviewed by PG commitee of MCI to recognise or unrecognise the course. In 1973 MCI on permiting the MD biochemistry course asked college authorities to fulfill the criteria of Appointment of teachers i.e (not more than 30% of total teachers should be from M.Sc, PhD background). i.e 70% teachers should consists from M.D (Biochemistry) background for recognition. According to RTI reply by my chairman, department of biochemistry, the latest inspection of MCI for M.D Biochemistry , recognition was in may/ june 1982. They have cleary said that MCI have not pointed out any deficiencies for recognition from permited status in 1982. But the fact is that the department is dominated by teachers from non medical back ground , only 2 teachers are M.D ( Biochemistry) presently reader, and rest are Msc. PhD in biochemistry, 2 professor, 3 reader and a lecturer. As stated in the guidlines on MCI Minimum qualifications for teachers for medical institutions regulations1998 , schedule 1, states in point no . 2 in the department of biochemistry , non medical teachers may be appointed to the extent of 50% of the total number of posts in the department. So the non fulfilment of the criteria of MCI by college and university authorities from 1982 till date is due to the hegemony of the non medical teachers to unjustly dominate the academic process, and the carreer of 25 students passed out till date are facing problems in jobs due to their apathy. The college authorities have deceived the students from last one year by saying that we have sent letter to MCI for team to come in final M.D exams , the proper channel for inviting MCI is to send letter by university authorities to Ministry of health and family welfare ( MOHFW) and the ministry will forward letter to MCI for inspection in respective college, but our university has sent letter directly to MCI, so i filed RTI on 14 th march, on 17th march they have sent letter by proper channel and invited team to come in exams of may 2009. So please advice us. It is shocking that AMU authorities have been sleeping over the matter for so long. We are ready to help in every possible way.
